This Notice of Funding Availability (NOFA) is issued by the US Fish and Wildlife Service on behalf of the Arctic LCC (ALCC). The mission of the ALCC is to identify and provide information needed to conserve natural and cultural resources in the face of landscape scale stressors, focusing on climate change, through a multidisciplinary program that supports coordinated actions among management agencies, conservation organizations, communities, and other stakeholders. The conservation goals of the ALCC include to “better understand and predict effects of climate change and other stressors on landscape level physical and ecosystem processes, subsistence and cultural resources.” The ALCC Strategic Science Plan identifies activities necessary to provide better forecasts of climate-associated ecosystem change, including long-term monitoring of key components of the terrestrial ecosystem. Since 2011, ALCC has engaged in an in-depth planning process for a Terrestrial Environmental Observation Network (TEON), and the activities covered in this NOFA derive from that plan. The US Fish and Wildlife Service, Region 7 intends to award a single source financial assistance agreement as authorized by 505 DM 2.14 (B) to the University of Alaska Fairbanks, Institute of Northern Engineering, Water and Environment Research Center. This notice is not a request for proposals and the Government does not intend to accept proposals.
